State License Fee Schedule
All cannabis licenses are issued by the Alcohol & Marijuana Control Office (AMCO) under the oversight of the Marijuana Control Board (MCB). The following fee schedule applies to state-level licensing. All license types share the same $1,000 non-refundable application fee.

License Type Details
Retail Marijuana Store
Application: $1,000 | Initial License: $5,000 | Annual Renewal: $7,000
Authorizes the retail sale of cannabis and cannabis products to adults 21 and older. Retail stores must comply with 500-foot buffer zones from schools, youth centers, churches, and correctional facilities. All staff must hold valid handler permits ($50 for 3 years). Retail stores may also apply for a consumption endorsement to allow onsite cannabis use. Stores must use the Metrc seed-to-sale tracking system for all inventory and sales transactions.
Standard Cultivation Facility

Authorizes the growing, harvesting, and packaging of cannabis plants at commercial scale with no square footage limit beyond what the facility and local zoning allow. Standard cultivators are the primary producers in Alaska's supply chain and are subject to the state excise tax ($50/oz flower, $25/oz immature bud, $15/oz trim, $1/clone) when transferring product to another licensee. All plants must be tagged and tracked in Metrc from seedling through harvest.
Limited Cultivation Facility

Authorizes cannabis cultivation in a facility of 500 square feet or less. This license type was created to provide an accessible entry point for small-scale growers. Limited cultivators pay significantly lower fees than standard cultivators while still being subject to the same testing, tracking, and quality requirements. The same excise tax rates apply when product is transferred to other licensees.
Standard Product Manufacturing

Authorizes the manufacturing of cannabis-infused products including edibles, tinctures, topicals, and other non-concentrate products. Manufactured edibles must comply with Alaska's limits of 5 mg THC per serving and 50 mg THC per package. All products must be tested by a licensed testing facility and properly labeled under 3 AAC 306 before transfer to retail stores.
Concentrate Manufacturing

Authorizes the production of cannabis concentrates, extracts, and oils using extraction methods such as hydrocarbon, CO2, ethanol, or mechanical separation. Concentrate manufacturers must meet safety standards for handling flammable solvents and must have their products tested for residual solvents in addition to standard potency and contaminant panels. This is a separate license from standard product manufacturing.
Testing Facility

Authorizes independent laboratory testing of cannabis and cannabis products for potency, pesticides, residual solvents, heavy metals, and microbial contaminants. Testing facilities must be independent — they cannot hold any other cannabis license type, ensuring objectivity. Labs must be accredited and maintain quality assurance protocols mandated by the MCB.
Onsite Consumption Endorsement

Added to an existing retail marijuana store license, the consumption endorsement authorizes patrons to consume cannabis on the licensed premises. Alaska was the first state to authorize statewide consumption lounges, with regulations finalized in 2019 and the first lounges opening in January 2020 — Good Titrations in Fairbanks and Cannabis Corner in Ketchikan. Onsite consumption limits are 1 gram of flower, 10 mg THC edibles, or 0.3 grams of concentrate per visit.
All Owners Must Be Alaska Residents
Regardless of license type, every owner must be an Alaska resident eligible for a Permanent Fund Dividend. This requirement applies to all six license types and the consumption endorsement. There are no exceptions or waivers. Fingerprinting and background checks are required for all applicants.
No State Cap on Licenses
Alaska does not limit the number of licenses issued at the state level. Applications are accepted year-round for all license types. However, approximately 15% of municipalities restrict or prohibit cannabis businesses, and local zoning laws may further limit where specific business types can operate.
Alaska recognizes six cannabis license types plus a consumption endorsement. All license types share a $1,000 non-refundable application fee. License fees range from $1,000 to $7,000 annually.
